Course Overview
The British Columbia Regulatory Compliance & Enforcement Sector Overview course focuses on understanding roles, boundaries, and effective collaboration amongst police and regulatory compliance and enforcement agencies in combating crime, enhancing public safety, and ensuring compliance.
When you have completed this course you will be able to:
- Define regulatory work and its scope.
- Distinguish between administrative and criminal law.
- Explain the importance of interagency collaboration in disrupting and deterring organized crime.
- Explain the legal boundaries and principles governing information sharing between police and regulators, including how to apply the predominant purpose test.
- Identify what information can be shared safely, what requires caution, and how Memorandums of Understanding and other formal agreements support lawful collaboration.
- Describe how to respond to uncertainty in information‑sharing decisions by escalating through appropriate channels and documenting actions taken.
- Describe the role, authority, and oversight of Special Provincial Constables in British Columbia, including how they differ from police officers.
- Identify the scope and limits of Special Provincial Constable authority, including the organizations responsible for their appointment and professional oversight.
- Recall best practices for sharing information and collaborating effectively with Special Provincial Constables.
- Identify key regulatory agencies and describe their mandates and enforcement powers.
- Explain practical collaboration points and limitations for working with police.
- Identify how to apply knowledge of agency roles to support effective, lawful collaboration in investigations.
