Course Overview
This course is intended for new Police Recruits and Direct entry officers, to provide an introduction to the Ottawa Police Service (OPS) Adult Pre-Charge Diversion (APCD) program.
The Adult Pre-Charge Diversion Unit looks to redirect those individuals charged with minor offences away from the criminal justice system and towards programs and support services. The goal of the APCD program is to address the reason(s) why individuals commit an offence in the first place, while holding them accountable for their actions. This program also considers the victim’s needs and wishes regarding the incident.

The Adult Pre-Charge Diversion Program stems from the Ministry of the Attorney General’s (MAG) Direct Accountability Program (DAP).
When you have completed this course, you will be able to carry out the primary functions of the Adult Pre-Charge Diversion Program:
- Educate and assist officers in using adult diversion,
- Process pre-charge diversion files, and
- Liaise with the appointed service providers.
