National Sex Offender Registry

The National Sex Offender Registry (NSOR) was implemented upon the proclamation of the Sex Offender Information Registration Act (SOIRA) in December 2004. Although NSOR is a provincially led initiative, the enforcement of SOIRA is national in application. These initiatives represent a vital step for Canadian police organizations in fighting crimes of a sexual nature.

The NSOR course was developed as the training tool for NSOR and the SOIRA. Training modules in this course explain the history and key elements surrounding NSOR and SOIRA, information collection procedures, disclosure of information, dealing with non-compliance, exemption, and termination orders and serving a notice to comply. This course helps police services meet the need to have personnel trained in issues surrounding SOIRA and NSOR.

  • Explain how to properly enforce sex offender non-compliance
  • Explain how to properly enforce police officer/personnel non-compliance
  • Describe a Termination Order and how it applies to the sex offender
  • Identify how to properly collect data from a registered sex offender
  • Explain when the disclosure of obtained data is permitted and not permitted
  • Explain how to properly create and manage sex offender information under the custody and control of the Royal Canadian Mounted Police

A National Working Group comprised of members from the RCMP, Sûreté du Québec, Ontario Sex Offender Registry, Department of Public Safety and Emergency Preparedness, Department of Justice and the Crowns and Attorney Generals of several provinces, established the training requirements for the development of this course.
