Timely and relevant criminal information is the single greatest asset that policing agencies have to detect, prevent, and combat crime. Human sources are a critical component of information gathering and the ability to develop human sources is a core skill for all officers. While human sources are an extremely valuable aid in police investigations, it is equally important to recognize that they can represent considerable risk.

Introduction to Human Sources is an overview of basic best practices and procedures, as well as the recommended policy and guidelines, for handling human sources. Learners are introduced to fundamental report writing and note taking procedures as well as the applicable Canadian case law governing the use and handling of these investigative tools. Using a problem-based approach, this course will simulate many of the complexities, conflicts, and diverse issues raised during actual investigations involving human sources.

Learning Objectives

Upon completion of this course you will be able to:

• understand and interpret recommended policy and guidelines;
• apply basic knowledge to handle a human source;
• correctly and securely contact, assess, handle, code, and remunerate human sources according to recommended practice and case law; and
• correctly complete all reports required to code and debrief human sources.

Content for this course is provided by the RCMP Covert Operations Branch. The Human Source Program Development Unit is responsible to develop, manage and oversee the Human Source Training Pathway. Members in this unit are subject matter experts who continue to research and develop training deliverables to frontline police officers, in order to establish and maintain leading edge training within operational investigative techniques.
